Building a Critical Minerals Processing Hub

The United States is aggressively pursuing the establishment of secure critical mineral supply chains. While much focus has been placed on expanding domestic mining operations, industry experts suggest that a significant impediment lies further along the value chain, specifically in the refining, processing, and manufacturing stages. Oklahoma is actively seeking to capitalize on this opportunity.

Rather than concentrating on mineral extraction, Oklahoma is developing a comprehensive strategy centered on processing critical minerals into essential industrial materials. These materials include aluminum, rare earth magnets, and batteries, all of which are vital for the aerospace, defense, and advanced manufacturing sectors. A confluence of proposed early-stage investments and federal funding initiatives are converging to support this vision.

The primary objective is to integrate Oklahoma into the core of the domestic supply chain, thereby reducing the United States' reliance on foreign processing, particularly from China. According to Jay Shidler, Advanced Technology Project Manager at the Oklahoma Department of Commerce, the state's focus is on the refining and production aspects, transforming raw materials into finished products and strengthening domestic supply chains.

Key Projects and Strategic Advantages

Oklahoma's strategy emphasizes refining, magnet manufacturing, recycling, and smelting, rather than primary mineral extraction. The most notable project aligned with this strategy is a proposed $4 billion aluminum smelter by Emirates Global Aluminium (EGA). This facility, planned for the Port of Inola near Tulsa, aims to leverage the logistics hub's barge access to the U.S. inland waterway system. Construction is projected to commence as early as 2026.

If realized, this plant would represent one of the most substantial aluminum investments in the U.S. in recent decades. Aluminum is a critical metal for various industries, including aerospace, defense, and transportation. Oklahoma's structural advantages, including wind generation and natural gas resources, provide relatively low electricity costs, a crucial factor for energy-intensive processes such as aluminum smelting.

The Port of Inola's strategic location, described as the furthest inland ice-free port in the United States, facilitates efficient material transport to manufacturing hubs nationwide via the McClellan–Kerr Arkansas River Navigation System.

Rare Earth Magnets and Lithium Refining

Another vital component of Oklahoma’s strategy involves rare earth magnets, essential for defense systems and advanced manufacturing. USA Rare Earth is developing a vertically integrated rare earth magnet manufacturing facility in Stillwater, supported by approximately $1.6 billion in funding from the Department of Commerce and the private sector.

Stardust Power (NASDAQ: SDST) is advancing its lithium refinery in Muskogee, with significant engineering work completed and key permits secured. Construction is anticipated to lead to commercial production roughly 24 months after commencement. The project has secured a major offtake agreement with Sumitomo and established multiple feedstock supply partnerships.

Oklahoma's robust aerospace and defense industries further support its ambitions. The state hosts five military installations, including Tinker Air Force Base, a major maintenance, repair, and overhaul facility. This existing infrastructure positions Oklahoma as a strategic location for critical minerals processing, contributing to a more resilient domestic supply chain.
