You mentioned neem oil, that's usually my go-to for anything like that, but honestly, for a serious infestation, sometimes you just gotta go stronger. Did you try that insecticidal soap? It's pretty harsh but usually effective. Or even a systemic pesticide if you're not strictly organic, though I know you said organic. Maybe isolate the affected plants from the healthy ones to stop the spread? That's what I did and it helped a bit, but yeah, it's a constant battle.
